总体国家安全观与全球安全治理的中国方向

Xi Jinping's Holistic National Security Concept and China's Direction of Global Security Governance

在百年未有之大变局的时代背景下,习近平主席提出总体国家安全观思想,虽然主要是针对中国国家安全的维护与构建,但其丰富的理论内涵与安全治理思想,对全球安全治理具有重要的理论指导价值。总体国家安全观以全面、联系、动态、辩证的视角看待安全问题,坚持人民中心说,倡导总体安全与共同安全,主张大安全格局构建与全球安全治理体系完善,为全球安全治理理论注入中国思想。总体国家安全观对全球安全治理提出了“外向性”与“内向性”的应对思路,对外主张合作实现安全,对内着重可持续安全建设。根据总体国家安全观思想,中国未来在全球安全治理中应有更多作为,在格局构建上,统筹国内与国外两个场域的治理;观念引领上,倡导共商、共建、共享的中国理念;平台建设上,大力推动“一带一路”倡议的全球实施,实践全球安全治理的中国方案。

In the context of great changes unprecedented in a century,President Xi Jinping has put forward the holistic concept of national security.While it mainly aims at the maintenance and construction of China's national security,it also has important theoretical guiding value for global security governance.The holistic national security concept views security issues from comprehensive,interconnected,dynamic,and dialectical perspectives.It adheres to the people-centered approach,advocates overall security and common security,advocates the construction of a grand security architecture and the improvement of a global security governance system,and infuses Chinese thinking into the theory of global security governance.The holistic national security concept puts forward"extroversion"and"introversion"as responses to global security governance,advocates security through cooperation externally and sustainable security construction internally.According to the holistic national security concept,China should play a more important role in the global security governance in the future.In terms of structure construction,China should coordinate domestic and global governance.In terms of conceptual guidance,we advocate the Chinese concepts of consultation,contribution,and shared benefits.In terms of the platform architecture,we will vigorously promote the global implementation of the"One Belt and One Road"initiative and implement the Chinese solution to global security governance.
