为探讨开发区水土保持区域评估报告编制,以某省级工业园作为对象,通过对项目概况、水土保持现状调查评价和设计等内容进行分析,总结出编制开发区水土保持区域评估报告时需注意的几点:(1)调查园区的水土保持现状,划分建成、在建和待建区域,摸清园区各建设项目水土保持方案的编制情况,统计已完成的土石方量和具有水土保持功能的措施。(2)结合园区各地块责任主体、属性差异、建设进度等划分多级水土流失防治分区。(3)分已建区、在建区和未建区3个区对园区进行水土流失分析与预测。(4)措施布设按已建区、在建区和待建区分别考虑。(5)水土保持补偿费按照地块功能特点可由园区管理委员会和入驻企业分别承担。(6)园区管理委员会对园区内项目实行承诺制管理,统一开展水土保持监测,各建设项目水土保持设施自主验收报备时只需提供水土保持设施验收鉴定书。

To discuss on preparation of regional assessment report of soil and water conservation in development zone,taking a provincial industrial park as an example,through analyzed the project overview,the status investigation,evaluation and design of water and soil conservation,the paper summarized some points needing attention in preparing regional assessment report of soil and water conservation in development zone.a)Investigated the present status of soil and water conservation in the park,divided built,under construction and unbuilt area,make clear the preparation situation of soil and water conservation plan for each construction project in the park,and counted the quantity of earth and stone and measures with soil and water conservation function;b)Multi-level soil and water loss prevention and control zones were divided according to the responsibility subjects,attribute differences and construction schedule of each block in the park;c)The analysis and prediction of soil and water loss in the park were carried out in the built,under construction and unbuilt areas respectively;d)Measures should be arranged in the built,under construction and unbuilt areas respectively;e)According to the functional characteristics of blocks,the compensation fee of soil and water conservation could be undertaken by the park management committee and the settled enterprises respectively;f)It conducted commitment system management and unified monitoring of soil and water conservation by the park management committee.All construction projects only need to provide the acceptance and appraisal certificate of soil and water conservation facilities when submitting independent acceptance and appraisal report of soil and water conservation facilities.
