甘肃省新型城镇化高质量发展的区域特征分析

Regional Characteristics of the High-quality Development of New Urbanization in Gansu

通过构建新型城镇化高质量发展的指标评价体系对2010-2017年甘肃省市域层面的统计数据分析表明,共计9个城市的综合得分都在0以下,呈现出较为明显的“低水平集聚”的状态;经济城镇化和人口城镇化等方面的因素对新型城镇化高质量发展的影响较大,甘肃省新型城镇化高质量发展总体呈现出一种不平衡性,新型城镇化高质量发展水平较高的几个市州与其他低水平市州相比具有绝对性的优势;2010-2017年间甘肃省各市州的新型城镇化高质量发展水平综合值的增长差异比较大,有57.14%的市州甚至出现了负增长的情况,这与不同地区之间的资源、政策和产业结构等的差异密切相关。应该从新型城镇化高质量发展的内涵出发,增强新型城镇化高质量发展的整体协同性,推动城镇特色产业的进一步发展,实现产业与城镇化深度融合发展;应该加强省内各地市之间的协作,扩大自身空间联系的紧密度,实现区域之间的资源要素等的自由流动,进一步缩小省内地区之间的城镇化发展差异;应该处理好质与量、经济与环境、物质与精神等方面的联系,遵循国家的各项促进新型城镇化高质量发展的政策,同时结合甘肃省自身的发展情况探索一种新型的城镇化发展模式。

Analysis of statistical data at the municipal level in Gansu Province from 2010 to 2017 by constructing an indicator evaluation system for the high-quality development of new urbanization shows that the comprehensive scores of a total of 9 cities are all below 0,showing a relatively obvious“low-level agglomeration”.The state of economic urbanization and population urbanization has a greater impact on the high-quality development of new urbanization,which is unbalanced,and the high-quality development of the new urbanization Compared with other low-level cities and prefectures,the cities and prefectures with higher levels have absolute advantages;the comprehensive value of the high-quality development of new urbanization in the cities and prefectures of Gansu Province from 2010 to 2017 has a relatively large difference,with 57.14%of cities.The state even experienced negative growth,related to the differences in resource,policy,and industrial structure among different regions.We should proceed from the connotation of the high-quality development of the new urbanization,enhance the overall synergy of the high-quality development of the new urbanization,promote the further development of urban characteristic industries,and realize the deep integration of industry and urbanization.The inter-city relationship should be strengthened,collaborate to expand the closeness of their own spatial connections,realize the free flow of resource elements between regions,and reduce the differences in urbanization development between regions within the province.Quality and quantity,economy and environment,material and spiritual should be handled well.We follow the country’s policies to promote the high-quality development of new urbanization,and at the same time explore a new urbanization model based on the development of Gansu Province.
