甘肃省创新型中小企业金融支持政策体系构建

Construction of Financial Support Policy System for Innovative SMEs in Gansu Province

创新是推动国家经济腾飞的关键引擎,是增强国际竞争力、建立创新型国家的源动力。创新型中小企业在我国市场经济发展过程中扮演着重要的角色,其在促进经济增长、优化经济结构、提高社会就业、增强科技实力与推动社会进步等方面均发挥了举足轻重的作用。以国家“创新驱动”发展战略及甘肃省“十四五”规划为依托,具体分析了甘肃省创新型中小企业金融支持政策体系构建的理论依据,从差异化货币政策、金融集聚政策、企业上市政策、企业融资担保政策、科技债券发行政策、科技风险投资政策六个层面构建切实可行的金融支持政策体系,并在此基础上衍生出完善科技人才激励机制、实施财政税收优惠政策、优化金融生态环境、健全科技金融法律法规等相关配套政策,据此全力推动甘肃省创新型中小企业可持续发展。

Innovation is the key engine that promotes the national economic take-off and the source of power to enhance international competitiveness and build an innovative country.Innovative SMEs play a role in China’s market economy in promoting economic growth,optimizing economic structure,increasing social employment,enhancing scientific and technological strength,and promoting social progress.Relying on the national“innovation-driven”development strategy and the“14th Five-Year Plan”of Gansu,the theoretical basis for the construction of the financial support policy system for innovative SMEs in Gansu is analyzed in detail.Corporate financing guarantee policies,science and technology bond issuance policies,science and technology risk investment policies are the levels to build a financial support policy system.The relevant supporting policies,such as improving the incentive mechanism for scientific and technological talents,implementing fiscal and tax preferential policies,optimizing the financial ecological environment,and improving the laws and regulations of scientific and technological finance,are derived to promote the sustainable development of innovative small and medium-sized enterprises in Gansu.
