中国参与南南农业合作构建粮食安全共同体的战略思考与政策建议

Strategic thinking and policy suggestions on China’s participation in South South agricultural cooperation and building a food security community

近年来,随着全球人口的增长和人们生活水平的提高,世界的粮食消费量剧增,然而,相应地随着全球环境的日益恶化,各种自然灾害频发,以及工业化和城镇化对大量土地资源和劳动力资源的吸纳,全球粮食生产面临严峻考验,其供给能力受到了极大制约,进而导致粮食供求严重失衡,粮食危机进一步恶化。毋庸置疑,21世纪最重要的问题之一仍是粮食生产,中国和世界都面临着粮食安全问题。笔者首先分析了全球和中国粮食安全现状及其存在的问题;然后分析了中国参与农业领域南南合作的现状与困境;最后提出中国参与南南农业合作构建粮食安全共同体的政策建议,包括共建共享跨国粮食储备流通体系、共建共享跨国农资农机产品研发系统和跨国粮食安全保障融资机制等。

With the global population growth and the improvement of people’s consumption structure,the world’s food consumption has increased dramatically in recent years,leading to an increase in demand.However,due to the deteriorating global environment,like global warming,desertification,water and soil erosion,climate abnormality and other natural disasters,as well as the absorption of land resources and labor resources by industrialization and urbanization,global food production is facing severe challenges,its supply capacity is greatly restricted.Thus,a serious imbalance in food supply and demand occurred,the food security crisis became even worse.There is no doubt that one of the most important issues in the 21st century is still food production,China and the world are still facing food security issues.In the first part of this article,we analyzed the current status of global and Chinese food security and its existing problems.Secondly,we scrutinized the status and difficulties of China’s participation in South-South agricultural cooperation.Finally,we proposed policy recommendations for China’s participation in South-South agricultural cooperation.In order to build a food security community,some policy tools could be taken.Like,co-construct grain reserve and circulation system among countries,co-construct a national agricultural product research and development system,and transnational food security guarantee financing mechanisms,etc.
