社区疫情防控中的志愿者动员:作用及其优化策略——以南通市崇川区为案例

Volunteer Mobilization of Epidemic Prevention and Control in Communities:Effect and the Optimizing Strategy—Taking Chongchuan District,Nantong City as An Example

新冠肺炎疫情防控期间,社区成为疫情联防联控的第一线,也是外防输入、内防扩散最有效的防线。本文通过现状梳理发现,社区志愿者动员能力成为影响社区应对疫情危机效果的关键因素。那么,志愿者参与究竟如何助力社区疫情防控?针对其中需要完善的方面,我们应该如何加以优化和改进?基于南通市崇川区的案例分析,本文认为并非所有社区都具备应对疫情危机的能力。只有那些群众基础扎实并具备全面动员居民志愿者能力的社区,才能较好地应对疫情危机。今后,我国应强化社区自治属性、织密社区居民动员网络、构建社区公共危机管理制度。唯有如此,我们才能优化包括志愿者参与在内的社区公共危机联防联控机制。

During the epidemic of COVID-19,communities have become the front line of the joint prevention and control of the epidemic,as well as the most effective defensive line of preventing external input cases and internal diffusion.By analyzing the current situation,this paper has found that volunteer mobilization capacity of communities becomes the critical element that influences the effect that communities have on confronting the epidemic crisis.So,how can volunteers participate in helping the prevention and control of epidemic in communities?How can we optimize and improve the drawbacks and short slabs exposed in the Process?It is concluded that not all the communities had the capacity to respond to the epidemic crisis,based on the case analysis of Chongchuan District,Nantong,China.Only the communities with a solid mass base and the ability of comprehensively mobilizing resident volunteers can comparatively respond well to the epidemic crisis.From now on,China should strengthen the autonomous attribute of communities,mapping the resident mobilization network of communities more closely,and establish the public crisis management system in communities.Only in this way can we optimize the joint prevention and control mechanism of public crisis,which includes optimizing volunteer participation.
