基于流域统一管理的塔里木河流域水资源管理体制框架设计研究

塔里木河是我国最大的内陆河,也是新疆南部最主要的水源,具有重要的生态价值。随着党和国家对生态文明建设的深入推进,塔里木河流域管理面临着新的形势。为进一步强化流域水资源统一管理体制,本研究基于塔里木河流域水资源管理体制现状,分析了流域生态环境保护及水资源管理存在的主要体制机制问题,提出了基于流域统一管理的体制框架总体思路及设计方案,为进一步推动塔里木河流域水资源管理体制改革提供参考。

Tarim River is the largest inland river in China and the main water source in southern Xinjiang Uygur Autonomous Region with important ecological value. With the deepening of the ecological progress, the management of Tarim River basin is facing a new situation. In order to further strengthen unified management of river basin water resources and based on the current situation of water resources management in Tarim River basin, this study analyzes the main institutional problems existing in river basin ecological environment protection and water resources management, and puts forward the overall idea and design of institutional framework based on river basin unified management. It provides a reference for further promoting the reform of water resources management system in Tarim River basin.
