In October 2020, the then U.S.President Trump issued an Executive Order on Modernizing America’s Water Resource Management and Water Infrastructure. Based on an in-depth understanding of its core contents, this paper analyzes and summarizes the main measures taken by the U.S.Government and its strategic considerations to ensure water security, with the aim of enhancing China’s national water security, and supporting the high-quality development of the water sector in the new era.
