卫星平台试验鉴定实践现状与思考

Current situation of the implementation of satellite platform test and evaluation

试验鉴定是航天产品体系调整改革中的重要一环。卫星产品试验鉴定工作在摸索中前进,现已进入实践阶段。卫星产品试验鉴定分为平台产品与载荷产品两个部分来实施,在性能试验过程中,平台产品试验鉴定相对载荷呈现过度弱化倾向,主要表现在平台试验鉴定流程被完全略去、试验鉴定职责不够清晰。本文对其原因进行了分析,提出应该纠正平台试验鉴定弱化倾向的观点,并围绕平台与载荷二级产品的相互关系、试验鉴定的基本目标等,从必要性与充分性对该观点进行了论证,最后对卫星平台试验鉴定实践提出三点建议与思考:建立平台指标体系并致力于自动化数据处理与指标计算;重新认识卫星平台产品的作用及其试验鉴定的意义,并大力开展协同“摸底”试验;厘清责任、界定范围,确保卫星产品试验鉴定有效运行。

Testing and evaluations are an important component in adjusting and reforming an aerospace prod‐uct system.The testing and evaluation of satellite products contribute to advancing exploratory implementation and has now entered the practice stage.In terms of implementation,testing and evaluating a satellite product can be di‐vided into the platform and the payload.During the performance test and status evaluation,little attention has been paid to the satellite platform product,and this is mainly manifested in the following two ways:either the satellite platform evaluation process is completely omitted,or the duty is not clear enough.This paper analyzes the reason for these shortcomings and proposes that satellite platform evaluations cannot be omitted.Necessity and adequacy are expounded in terms of the relationship between the platform and the payload,and the basic object of testing and evaluations.Finally,the following suggestions and reflections are outlined:establishing the platform test and evalua‐tion index system,and striving to automate data processing and index calculations;re-recognizing the role of satel‐lite platform products and the significance of testing and evaluations while carrying out collaborative tests to identi‐fy the actual capability of a satellite product,and clarifying responsibilities to ensure the effective operation of satel‐lite product testing and evaluations.
