摘要
随着信息技术和人工智能在军事领域的发展应用,武器装备具有的科技含量高、综合性强、复杂度高等特点给打赢机械化、信息化、智能化“三化”融合作战后装保障提出了更高要求。本文结合纳卡冲突的作战条件和环境,详细分析了纳卡冲突“三化”融合作战过程中无人机参战种类多、出动频繁、非确定影响因素多、对保障人员综合素质要求高以及精确制导弹药消耗量大等后装保障特点,总结了纳卡冲突在战前准备、国防动员和战争进展预测等方面带给军队后装保障的经验教训,给出了树立新型后装保障观、构建一体化后装保障体系、推进后装保障信息化建设、完善后装保障内容结构、提高应急和持续保障能力、全面提高综合保障能力等后装保障相关对策措施,对“三化”融合作战军队后装保障具有理论指导和一定实践借鉴意义。
With advances in the use of Information Technology and Artificial Intelligence in the military,weap‐ons and equipment are now technologically sophisticated and complex,and this imposes stringent requirements on the logistics support needed for integrated mechanized,information-based,and intelligent(“Three Modernizations”)operations.By combining the operational conditions and environment of the Nagorno-Karabakh conflict between Armenia and Azerbaijan,this paper analyzes the characteristics of logistics equipment support in the context of the“Three Modernizations”-based integration of operations in the conflict,such as the many types of unmanned aerial vehicles participating in the war,frequent dispatches,uncertain influential factors,quality-related requirements of the support personnel,and the consumption of precision-guided ammunition.This is used to summarize the experi‐ence and lessons of pre-war preparation,mobilization of national defense,and predictions of the progress of the war,and to provide countermeasures for logistics equipment support,such as establishing a new understanding of the concept,building an integrated system for it,promoting informatization,improving the content and structure of the relevant systems,and improving emergency and sustainable support capabilities.The work here is important as a theoretical guide and a practical reference for logistics equipment support for the integrated“three moderniza‐tions”operations.
