部队级计量技术机构的质量管理体系构建

Construction of a quality management system for troop-level measurement technology institutions

根据2020年12月新修订的《军队计量条例》,部队级计量技术机构是军队的基层计量部门,建立和保持质量管理体系对提高计量部门的量值传递质量具有重要意义。本文首先针对部队级计量技术机构质量管理体系难以有效构建的实际,面向部队单位,基于质量管理体系四要素构建本地化质量管理体系;其次,对照军事计量技术机构考核要求,对机构的公正性、组织架构、主要过程、质量方针和质量目标等进行了分析策划,并遵照本地化原则,设计了体系文件结构及一套便于推广应用的样例;最后,为保证体系的持续有效运行,提出相关对策建议,如部队级计量技术机构要聚焦部队作战训练任务、始终关注服务保障对象的需求以及充分发挥领导作用等。

According to the newly revised Regulations on Military Measurement issued in December 2020,the troop-level measurement technology institution is the grassroots-level measurement department of our army.The es‐tablishment and maintenance of the quality management system is critical to improve the quality of the quantity and value transmission of the measurement department.Because the quality management system of the troop-level mea‐surement technology institution is difficult to effectively construct,a localized quality management system is con‐structed based on the four elements of the quality management system for the army units.Based on the assessment requirements of the military measurement technical organization,this paper fully considers the characteristics of military units,and analyzes fairness,organizational structure and the main process,as well as quality policy and quality objectives.It designs a system document structure and sample for the purposes of promotion and applica‐tion,while also showcasing the trial operation of the system.Finally,in order to ensure the continuous and effective operation of the system,it is suggested that troop-level measurement technical institutions should focus on the task of military combat training,pay attention to the needs of the service guarantee objects,give full play to the leading role,achieve full participation,and adhere to the rigid implementation of the system documents,so that the system can be continuously improved.
