政策观念视角下的政策工具选择--以河南省养老服务政策为例

A Policy Concept Perspective to the Choice of Policy Tools:a Case Study of the Elderly Service Policies in Henan Province

为应对不断增加的养老服务需求,大力发展养老服务事业、产业的政策观念会直接影响政策内容,政策工具的组合过程也反映着一段时期内的政策倾向,通过政策工具理论将政策内容有机整合,发现其中的内在逻辑与观念偏好。聚焦地区养老服务发展状况,针对近十年河南省养老服务政策文本内容构建分析框架进行量化分析,深究其中蕴含的政策观念,分析发现河南省政策内容分布既有可取之地也有不足之处,应从多个角度平衡政策工具的使用。

In order to meet the increasingly needs of elderly population,the development of elderly care service industry is greatly encouraged.Policy concepts directly affect policy contents,and the combination process of policy tools reflects policy trends.The internal logic and concept preferences can be discovered by integrating the policy contents into the theory of policy tools.Focusing on the regional development status of elderly care services,this paper carries out a quantitative analysis on the text construction of the policies of Henan Province in the past decade,aiming at deeply exploring the policy concepts contained therein.The analysis indicates that the distribution of the province's policy contents has both merits and deficiencies,which needs to be balanced by adopting policy tools from multiple perspectives.
