公共数字文化治理能力评价的若干思考

Some Thoughts on the Evaluation of Public Digital Culture Governance Ability

为促进公共数字文化事业的整体发展,公共数字文化治理应该得到充分重视。对公共数字文化治理能力进行评价,有助于全面把握公共数字文化治理能力和治理水平,不断完善公共数字文化治理体系。在梳理文化治理能力评价和公共数字文化评价研究现状、阐释公共数字文化治理及治理能力的概念内涵的基础上,对公共数字文化治理能力的评价目的、评价原则和评价内容进行思考,并提出了公共数字文化治理能力评价的优化建议:打造多元联动的共治共评模式、建立自评与他评双向评价机制、设计系统化整体化的评价体系。

In order to promote the overall development of public digital culture,public digital culture governance should be paid full attention to.Evaluating the governance ability of public digital culture will help to comprehensively grasp the governance ability and level of public digital culture,and constantly improve the governance system of public digital culture.This paper sorts out the research status of cultural governance ability evaluation and public digital culture evaluation,and explains the conceptual connotation of public digital culture governance and governance ability.Then it considers the evaluation purpose,evaluation principle and evaluation content of public digital culture governance ability,and puts forward some optimization suggestions for the evaluation:creating a multi-linkage co-governance and co-evaluation model,establishing a two-way evaluation mechanism of self-evaluation and other-evaluation,and designing a systematic and integrated evaluation system.
