后疫情时代的学术图书馆数字资源引进:现状、措施与策略

Acquisition of Digital Resources at Academic Libraries in the Post-Pandemic Era:Present Situation , Measures and Strategies

回顾和反思新冠肺炎疫情背景下学术图书馆数字资源建设情况与服务能力,有助于改进后疫情时代学术图书馆数字资源引进工作。采用网络调查法,首先分析了疫情背景下数字资源供应商和学术图书馆的数字资源服务现状;然后总结梳理学术图书馆数字资源引进的主要措施,包括呼吁更合理的订购方案、签署转换协议和终止打包交易;最后借鉴当前国际学术图书馆数字资源引进的成功经验,从优化资源配置以突破经费受限的困境、拓展服务方式以充分发挥数字资源价值以及加强团队协作、积极参与国内外联合行动三个方面提出后疫情时代我国学术图书馆数字资源引进的策略。

A review and reflection of the construction of digital resources and service capabilities of academic libraries in the context of the epidemic can be helpful to improve the capacity of digital resource acquisition of academic libraries in the post-epidemic era.By using network survey method,firstly,this paper analyzes the current situation of digital resource services of digital resource providers and academic libraries in the context of the COVID-19 epidemic.Then,it summarizes the main measures of digital resource acquisition in academic libraries,including calling for more reasonable subscription solutions,signing transition agreements and terminating big deals.Finally,this paper draws on the successful experience of the acquisition of digital resources in international academic libraries,and puts forward the strategies for digital resource acquisition of academic libraries in China in the post-epidemic era from three aspects:optimizing resource allocation to break through the difficulties of limited funds,expanding service methods to give full play to the value of digital resources,and strengthening team cooperation and actively participating in joint actions at home and abroad.
