民办高校内部治理中的若干关系

On Some Relations in the Internal Governance of Private Universities

民办高校内部治理中存在若干重要关系,认识和处理好这些关系对推进民办高校治理能力现代化具有重要意义。现阶段,民办高校在治理实践中应着力处理好的关系包括四个方面:一是董事会领导与校长负责的关系,应健全董事会领导下的校长负责制;二是党建与学校治理的关系,应充分发挥党组织的政治核心作用;三是举办者与教师、学生的利益关系,应完善民主管理监督机制;四是行政权力和学术权力的关系,应充分发挥学术委员会在学术治理中的作用。民办高校应当处理好这四大关系,将学校的决策权力、行政权力、政治权力、民主权力、学术权力科学地配置于不同的治理主体之中,使各利益主体的关系和治理地位都相应地得到落实和尊重。

There exist some important relations in the internal governance of private universities,and it is of great significance to promote the modernization of governance capacity in private universities if we can understand and deal with these relations properly.At present,private universities should focus on four aspects in governance practice:firstly,the relationship between the leadership of the board of directors and the responsibility of the president,the principal responsibility system under the leadership of the board of directors should be improved;secondly,the relationship between party building and school governance,which should give full play to the political core role of party organizations;thirdly,the relationship between the sponsor,the teachers and the students,it is necessary to complete the supervision mechanism for democratic management;and fourthly,the relationship between administrative power and academic power,the role of academic committee should be brought into full play in academic governance.Private universities should deal with the four relations properly,and allocate scientifically the decision-making power,administrative power,political power,democratic power,and academic power among different governing bodies,so that the relationship and governing status of all the interest subjects can be implemented and respected correspondingly.
