“十四五”时期河北优化提升科技资源配置效能的困境及策略选择

Predicament and Strategic Choices of Optimizing and Improving the Allocation Efficiency of Sci-tech Resources in Hebei during the 14th Five-Year Plan Period

“十四五”是河北处于转型升级、结构调整、经济由高速增长向高质量发展转变的关键跃升期,加快转变经济增长方式,推动经济发展质量变革、效率变革、动力变革,迫切需要优化科技创新资源配置,提升科技创新能力和竞争力。因此,开展科技资源优化配置相关研究对河北而言具有重要的现实意义。文章对河北科技资源配置现状及困境进行了深入分析,就“十四五”时期对科技资源配置发展的新要求进行了研判,并在此基础上从构建以企业为主体的科技创新体系、优化科技资源配置结构、推进科技计划管理改革、营造有利于科技资源配置的环境等几方面提出了相应策略措施。

During the“14th Five Year Plan”period,Hebei will be in a key leap-forward period of transformation and upgrading,structural adjustment and the transformation of economy from high-speed growth to high quality development,and there is an urgent need to optimize the allocation of sci-tech innovation resources and improve the ability and competitiveness of sci-tech innovation.Therefore,it is of great practical significance for Hebei to carry out the research on the optimal allocation of sci-tech resources.This paper makes an in-depth analysis of the current situation and predicament of sci-tech resources allocation in Hebei,studies and judges the new requirements for the development of sci-tech resources allocation during the 14th Five-Year Plan period,and on this basis,puts forward the corresponding strategies and measures from the aspects of building a sci-tech innovation system with enterprises as the main body,optimizing the structure of sci-tech y resources allocation,promoting the reform of sci-tech planning management,and creating an environment conducive to the allocation of sci-tech resources.
