雄安新区人才特区建设前瞻研究

The Forward Looking Study on the Construction of Special Talents Zone in Xiong’an New Area

规划建设雄安新区是新时代我国立足国际国内发展大势谋划的一盘大棋,人才特区建设是关键落子,其成败关乎新区未来发展高度。文章聚焦雄安人才特区建设这一主题,从建设意义、SWOT分析、国内外借鉴、总体构想与实施路径四个方面进行了前瞻性研究,认为雄安新区人才特区建设应聚焦“人口人才疏解、原创人才培育、制度创新发展、涵养人才生态”四大核心任务,把雄安新区打造成为新时代世界人才高地,与中关村人才特区、天津滨海新区人才特区形成京津冀区域坚定的人才“三角支撑”。

The planning and construction of Xiong’an New Area is a great move made on the basis of the international and domestic development macro-trends.The construction of the special talents zone is the key to the level of the development of the new area in the future.This paper focuses on the construction of Xiong’an special talents zone and carries out a forward-looking study from the four aspects of construction significance,SWOT analysis,reference at home and abroad,overall conception and implementation path.It concludes that the construction of special talents zone of Xiong’an New Area should focus on the four core tasks of“population and talents decentralization,original-innovation talents fostering,institutional innovation development,and talents ecology conservation”,and build Xiong’an New Area into a global talents highland in the new era,forming a firm“triangle support”in the Beijing-Tianjin-Hebei region with Zhongguancun Special Talents Zone and Tianjin Binhai New Area Special Talents Zone.
