百山祖国家公园自然生态保护与管理体系建设研究

Study on the Construction of Natural Ecological Protection and Management System in Baishanzu National Park

在总结国家公园概念和阐述百山祖国家公园概况的基础上,结合当地自然生态保护、建设理念与目标、管理体系建设等问题,以创建百山祖国家公园为载体,促使龙泉、庆元和景宁三个县(市)区域的相关部门、单位与乡镇村之间精诚团结、协同合作,全面推进百山祖国家公园建设,可为今后乃至全国其他省市地跨区域创建国家公园提供蓝本。为此,对龙泉、庆元、景宁三个县(市)跨区域创建国家公园,所涉及乡镇村进行了走访调查和回顾分析,在此基础上提出了国家公园自然生态环境保护的具体建议,从规范国家公园体制核心区域的统一事权分级管理、强化生态系统保护、促进社区协调发展、建立保护补偿政策、完善法律法规制度、规范区域宣传措施等6个方面给予积极创新,以补齐国家公园制度短板。以期为在制度管理上和管理体系建设修订上提升国家公园保护提供一定的参考。

National parks are a new thing.How to protect their biodiversity is a problem.Based on summarizing the concept of national parks and expounding the general situation of Baishanzu National Park,this paper combines local natural ecological protection,construction concepts and goals,management system construction and other issues.Baishanzu National Park is created as a carrier to promote Longquan,Qingyuan and Jingning cooperation with relevant departments,units and townships and villages.So,the construction of Baishanzu National Park is comprehensively promoted,which will provide a blueprint for establishing national parks in other provinces and cities across the country.Based on the investigation and retrospective analysis of the cross-regional establishment of national parks in Longquan,Qingyuan and Jingning counties,specific suggestions on the protection of the natural ecological environment of national parks were put forward.In order to make up the shortcomings of the national park systems,it is necessary to standardize the unified and hierarchical management of power in the core areas of the national park systems,strengthen the protection of ecological systems,promote the coordinated development of communities,establish protection compensation policies,improve laws and regulations,and standardize regional publicity measures.It is expected to provide a certain reference for improving the protection of national parks in terms of institutional management and management system construction and revision.
