元江县森林资源科学经营体系建立问题与对策研究

Study on the Problems and Countermeasures of Establishment of Scientific Management System of Forest Resources in Yuanjiang County

面向以多元生态建设及果树林经营为主要目的的元江县林地,根据实施的科学森林经营体系,落实各林区森林功能和价值,形成分类、分区协同共管的底层构架,以完善连续的森林景观结构,提高商品林的生产力和公益林的生态稳定性,发挥森林资源效益,实现资源永续利用、可持续经营的总体经营目标。为此,结合实际综合分析了森林资源动态变化情况,对森林资源进行了科学评价,提出了合理的经营区划,依据经营分区,探讨了保障科学经营的措施及建议,从生态、社会角度做出影响性评估。结果表明:通过森林资源科学经营体系建立,结合多元化经营模式、信息化管理体系,加强责任制度及科技支撑体系,可保证巩固现有资源资产规模的基础上,促进森林资源结构优化,保证商品材、林副产品、经济林及其他非林产品的稳定产出,全方位保持并提高森林生产力。还可预防和减少森林消亡所带来的碳释放,保证了营造活力充沛的森林生态系统所需的条件,可为西南地区森林资源科学经营管理提供参考。

For the forest land in Yuanjiang County,which is mainly aimed at multi-ecological construction and fruit forest management,according to the implemented scientific forest management systems,the forest functions and values of each forest area will be implemented;the underlying structure of classification,division and co-management will be formed and the continuous forest will be improved.The productivity of commercial forests and the ecological stability of public welfare forests will be improved and the multi-benefit of forest resources will be implemented to achieve the overall management goals of sustainable resource utilization and sustainable management.The study comprehensively analyzes the dynamic changes of forest resources in combination with practice and makes a scientific evaluation of forest resources.A reasonable management division is put forward,and then measures and suggestions are put forward to ensure scientific management according to the management division.Finally,an impact assessment is made from the perspective of ecology and society.Through the establishment of scientific management systems of forest resources and combined with diversified management mode and information management systems,strengthening responsibility system as well as scientific and technological support systems can ensure that on the basis of consolidating the scale of existing resource assets,the optimization of forest resource structure is promoted to ensure the stable output of commercial timber,forest by-products,economic forest and other non-forest products.Forest productivity in an all-round way is maintained and improved.It can prevent and reduce the carbon release caused by forest extinction and ensure the conditions required to create a dynamic forest ecosystem,which provides better experience and practical reference for the scientific management of forest resources in southwest China.
