科技创新离不开科研创新团队建设和科研人才成长。文章运用“放管服”的理论,审视高校科研创新团队建设,发现并分析了科研团队建设目标不清晰、管理松散、重立项轻结项、重管理轻服务等问题。针对存在的问题,提出对策包括明确目标简政放权、加强过程监管、建立健全配套制度和优化服务等,通过对组织和管理权力的重新分配和下放,激发创新主体的活力,达到科研团队管理的科学化、高效化,以促进科研人才成长和科研团队建设。

Scientific and technological innovation can’t leave scientific research innovation team construction and the growth of scientific research talents.From the perspective of“Delegating Powers,Streamlining Administration,Improving Regulation and services”,this article reviews the construction of scientific and technological innovation team in universities,and finds that there are some problems such as unclear team building goals,loose management,etc..The countermeasures and suggestions include clear objectives to streamline administration and management power.Through the redistribution and decentralization of organization and management power,the vitality of innovation subjects is stimulated,and the scientific and efficient management of scientific research team achieved,so as to promote the growth of scientific research talents and the construction of scientific research team.
