基层是一切工作的落脚点,社会治理的重心必须落实到城乡、社区。①社区治理是社会治理的关键点,特别是新冠肺炎疫情突袭而至,大学生志愿者在防止疫情蔓延、参与公共服务、帮助弱势群体等方面发挥骨干作用,把他们培养成为志愿服务的主力军、常规军、正规军,将直接关系到社区志愿服务的质量和水平。在共治共建共享的治理格局下,通过构建政府、学校、企业、社区一体化实践平台,激活其招募力、志愿力、服务能力、协调力,培养一支经验丰富、作风严谨、能力全面、自尊自信、理性平和的大学生志愿者队伍,可以不断完善社区治理体系,促进治理能力向纵深发展。

Grassroots communities are the foothold of all work,and the focus of social governance must be implemented to urban and rural areas and communities.Community governance is the key point of social governance,especially in the outbreak stage of the COVID epidemic.College student volunteers play a backbone role in preventing the spread of the epidemic,participating in public services,helping vulnerable groups,and training them to become the main force,the regular army and the regular army of voluntary service will be directly related to the quality and level of community voluntary service.Under the governance pattern of co-governance,co-construction and co-sharing,through the construction of government,school,enterprise,integrated community practice platform,activating its recruitment ability,voluntary ability,service ability,and coordination ability,a rich experience,rigorous,comprehensive,self-esteem,self-confidence,rational and peaceful college student volunteer team should be cultivated,so as to constantly improve the community governance system,promote the development of governance ability to the depth.
