党建引领提升乡村治理效能的内在机理与实证分析--以城西村为个案

The Internal Mechanism and Empirical Analysis of Party Building Leading to Improve the Effectiveness of Rural Governance--Take Chengxi Village as an example

党建引领提升乡村治理效能是中国共产党农村工作的一条重要经验,也是我国社会主义制度和国家治理体系优越性的体现。浙江省在乡村治理方面一直走在全国前列,这与浙江省在不同时期都重视农村党建工作有着密不可分的关系。经实证检验得出党组织要引领自治组织、村经济组织、群团组织以及村内精英、村外乡贤等社会力量,参与乡村治理,为乡村治理提供内生动力。而在治理实践中需推进三治融合、协调多元关系、提升基层党组织队伍、整合服务资源等措施来提升党建引领乡村治理效能。

Party building leading to improve the effectiveness of rural governance is an important experience of the CPC in rural work,and also reflects the superiority of China's socialist system and national governance system.Zhejiang Province has always been top-ranked in the field of rural governance nationwide,which is closely related to the attention paid by Zhejiang Province to the rural Party building in different periods.Through analysing the case of Chengxi Village,it finds that the Party should lead autonomous organizations,village economic organizations,mass organizations and social forces such as elites in the village and sages outside the village,join rural governance and provide endogenous power for rural governance.The measures to improve the effectiveness of rural governance led by the Party building include promoting the integration of the three governance systems,coordinating diversified relations,strengthening organization team building,and integrating service resources.
