摘要
基层干部处在应急处置的第一线,承担着防范化解重大安全风险、及时应对处置各类灾害事故的重要职责。各类应急演练和应急业务培训能够为基层干部处置突发事件提供知识技能指导和心理胜任力支持,提高基层干部应对突发事件和驾驭复杂局面的能力,这既是提升应急队伍战斗力的重要途径,也是推进国家治理体系和治理能力现代化建设的必然要求。通过对11205份调查问卷分析,运用胜任力模型和社会认知论探究基层干部应急管理能力培训次数和培训帮助的关系,检验知识储备和信心的多重链式中介效应。研究表明,培训次数既能够对培训帮助产生直接正向影响,也能够通过知识储备和信心的中介作用对培训帮助产生间接效应,知识储备和信心在培训次数和培训帮助之间起链式中介作用。
Grassroots cadres act as emergency managers of front-line tasks,responsible for preventing and resolving major safety risks and dealing with all kinds of disasters and accidents in time.All kinds of emergency training not only can provide knowledge and skills but also enhance confidence for grassroots cadres to deal with emergencies and controlling complex situations.Accordingly,the emergency training of grassroots cadres is not only an important way to enhance the combat effectiveness of the emergency team,but also the inevitable requirement of promoting the modernization of national governance system and governance capacity.By applying the theory of competency model and social cognitive,and based on analysis of 11205 questionnaires,this paper explores the impact of training times on the training help of grass-roots cadres’emergency management ability.The results show that training times can not only have a direct positive impact on training help,but also have an indirect effect on training help through the mediating role of knowledge reserve and confidence,Knowledge reservation and confidence play a chain mediating role between training times and training help.
