Building a Community of Shared Future for Global Development:Connotation,Realistic Challenge,and Construction

全球发展作为全球治理的重要议题,一直备受国际社会关注。“全球发展命运共同体”作为人类命运共同体在全球发展领域的全新尝试,包含着“人类命运共同体”的一般属性与全球发展的特殊属性,在内涵上主要包括安全发展共同体、利益共同体、可持续发展共同体、责任共同体四个方面。随着国际治理体系与治理能力的深刻变革,“全球发展命运共同体”的构建面临着价值层面、安全层面与资源平衡上的多重挑战。因此,我国应兼顾“全球发展命运共同体”的科学内涵与现实挑战,在具体实践中,以完善全球安全治理体系、加深经贸互通、加强生态领域合作、倡导全人类共同价值、深化全球发展伙伴关系网络为建构路径,加快构建“全球发展命运共同体”。

As an important issue of global governance,global development has always been of great concern to the international community.As a new attempt of a community with a shared future for mankind in the field of global development,the "community of shared future for global development" contains the general attribute of the "community with a shared future for mankind" and the special attribute of global development.In connotation,it mainly includes four aspects:security development community,interest community,sustainable development community,and responsibility community.With the profound changes in the international governance system and governance capacity,the construction of the "community of shared future for global development" is facing multiple challenges in value,security,and resource balance.Therefore,China should take into account the scientific connotation and practical challenges of the "community with a shared future for global development".In specific practice,China should speed up the construction of the "community with a shared future for global development" by improving the global security governance system,deepening economic and trade exchanges,strengthening cooperation in the ecological field,advocating the common values of all mankind,and deepening the global development partnership network.
