The Innovative Path of the Mass Line in the New Era:A Study on the Embedding of the Party’s Mass Organizational Power into Community Governance

党的群众组织力在基层得到落实,对推进社区治理现代化具有重要意义。将社区党组织的群众组织力嵌入社区治理,能够有效应对社区整合难以及社区公共服务供给难的问题,同时也能巩固党的基层政权。党的群众组织力嵌入社区治理是一个包括工作机制嵌入、组织人员嵌入、心理认知嵌入等在内的“三维嵌入”结构。“三维嵌入”的过程是党员干部与群众之间互动的过程。实现“三维嵌入”的必要条件是:通过促进党的群众组织力的制度化建设,完善动力机制、运行机制与表达机制,一方面提升党组织自身领导力和服务能力,另一方面增强社区社会资本。

The implementation of the Party’s mass organizational strength at the grass-roots level is of great significance for promoting the modernization of community governance.Embedding the mass organizational power of community Party organizations into community governance can effectively deal with the problems of community integration and the supply of community public services,and at the same time consolidate the Party’s grass-roots political power.The Party’s mass organizational power embedded in community governance is a "three-dimensional embedding" structure,including working mechanism embedding,organizational personnel embedding,psychological cognition embedding and so on.The process of "three-dimensional embedding" is a process of interaction between Party members,cadres,and the masses.The necessary condition for realizing "three-dimensional embedding" is to promote the institutionalization of the Party’s mass organizational strength,improve the dynamic mechanism,operating mechanism,and expression mechanism,on the one hand,enhance the leadership and service ability of the Party organization itself,and on the other hand,enhance the social capital of the community.
