共生型社会诚信治理体系再造与模式构建——以F省S市为例

Symbiotic Society Integrity Governance System Reconstruction and Model Construction:A Case Study of S City,F Province

社会诚信治理是一项复杂艰巨的系统工程,随着我国社会诚信治理逐步转向精细化、多元化,现有治理体系的“效能迟滞”问题也已凸显。文章在分析社会诚信治理困境的基础上,从共生理论的视角阐述F省S市社会诚信治理体系的共生单元、共生模式和共生环境,探索政府、社会组织、市场主体通过有机分工、有序合作,进而塑造一个多元参与、优势互补的多层次共生网络,以破解社会诚信治理过程中成本过高与效能偏低的问题,推进社会诚信治理能力现代化。

Society integrity governance is a complex and arduous systematic project.With the gradual shift of China’s society integrity governance to refinement and diversification,the problem of "efficiency lag" of the existing governance system has also become prominent.Based on the analysis of the dilemma of society integrity governance,this paper expounds the symbiotic unit,symbiotic model,and symbiotic environment of society integrity governance system in S City,F province from the perspective of symbiotic theory;it explores the organic division of labor and orderly cooperation among the government,social organizations,and market subjects,so as to create a multi-level symbiotic network with multiple participation and complementary advantages,with the purpose of solving the problems of high cost and low efficiency in the process of society integrity governance,and promoting the modernization of society integrity governance ability.
