利用“三个课堂”促进乡村教育振兴的机制与路径——基于近十年政策工具的内容分析 被引量:12

摘要 在教育信息化发展进程中,“专递课堂、名师课堂、名校网络课堂”是实现优质教育资源共享、促进教育均衡发展、促进乡村教育振兴的重要途径。文章对2012—2021年间有关“三个课堂”的50个政策工具样本进行编码和内容分析,政策文件所涉及的内容分为基础设施建设、教师研训、教育优质资源供给、监测评估、示范推广等五个主题。通过政策主题分析发现,在促进乡村教育振兴实现教育均衡发展过程中,有关“三个课堂”的政策结构不均衡。研究建议作为激励工具和劝告工具的功能有待进一步的改进与完善;优化政策工具的组合,加强应用过程的监测评估;推进创新型政策出台,加强示范推广的政策供给,并在落实政策中加强各方管理与监测。 In the development informatization process of educational,the construction of“delivery class,famous teacher class,famous school network class”is an important way to realize the sharing of quality educational resources,to promote rural education revitalization and the balanced development of education.This paper encoded and analyzed samples of 50 policy tools on the“three classrooms”between 2012 and 2021.The contents involved in the policy document were divided into five themes:infrastructure construction,teacher research and training,high-quality educational resources supply,monitoring and evaluation,and demonstration and promotion.From policy topic analysis,in the process of promoting the balanced development of education,the policy structure of the“three classrooms”is unbalanced.The research suggested that the function of incentive tool and advice tool should be further improved and perfected in hopes of optimizing the combination of policy tools so as to strengthen the monitoring and evaluation of the application process,promote the introduction of innovative policies,strengthen the policy supply of demonstration and promotion,and strengthen the management and monitoring of all parties in the implementation of policies.
