采用纵向业务一体化、横向数据集成化的建设思想,按照“监测、预报、预警、转移、反馈”五位一体的建设思路,以“云服务”为基础,设计了山洪灾害监测预警云平台系统。系统包括基础云平台建设、数据产品加工与服务设计、平台系统建设、调查评价成果应用和软硬件设施设备综合应用等内容;系统具有监测预警、应急响应、三维展示和设备监测等功能;以浮梁县“2020.7.9”场次洪水为例证实了该系统的科学性和可靠性;该系统对于强化山洪灾害监测预警标准、提升山洪灾害防御能力、为中小河流防洪减灾提供决策依据等方面具有重要的作用,可为其他省份山洪灾害监测预警工作提供参考和借鉴。

Adopting the construction idea of vertical business integration and horizontal data integration,according to the five in one construction idea of"monitoring,forecasting,early warning,transfer and feedback",and based on"cloud service",a mountain flood disaster monitoring and early warning cloud platform system is designed.The system includes basic cloud platform construction,data product processing and service design,platform system construction,application of investigation and evaluation results,comprehensive application of software and hardware facilities and equipment,etc;The system has the functions of monitoring and early warning,emergency response,three-dimensional display and equipment monitoring;Taking the flood of"July 9,2020"in Fuliang County as an example,the scientificity and reliability of the system are verified;The system plays an important role in strengthening mountain flood disaster monitoring and early warning standards,improving mountain flood disaster prevention capacity,and providing decision-making basis for flood control and disaster reduction of small and medium-sized rivers.It can provide reference for mountain flood disaster monitoring and early warning in other provinces..
