以福州高新区为例浅谈新区已建市政道路的移交接管

A brief discussion on the handover and takeover of built municipal roads in new areas——Taking Fuzhou High Tech Zone as an example

目前,国家、省、市等各级市政道路移交管理办法,主要规定的是新建市政道路在建设单位与养护管理单位之间的移交,对已建成市政道路的养护管理部门或产权单位与接管的养护管理部门之间如何移交暂无具体规定,导致移交中责任判断不明、推诿扯皮等问题突出。以福州高新区已竣工通车市政道路移交接管为例,分析移交接管情况的现状与难点,并提出具体的建议措施,以期为行业相关项目的移交接管提供一定的参考。

At present,the administrative measures for the handover of municipal roads at national,provincial and municipal levels mainly stipulate the handover of owners and management and maintenance units of newly-built municipal roads. However,there are no specific provisions on how to handover the built municipal roads among maintenance department and property right unit to the municipal road management and maintenance department that has taken over,resulting in unclear judgment of responsibility,buck passing and other prominent problems in the handover. Taking the handover and takeover of municipal roads in Fuzhou High Tech Zone as an example,this paper analyzes the handover and takeover situation,finds out the difficulties,and puts forward suggestions for the industry administrative department.
