政府规制变革是实现高水平对外开放、促进国内国际双循环良性互动发展的需要,也是优化营商环境、推动经济高质量发展、增加全球经济治理中制度性话语权的现实需求。随着中国对外开放进入新阶段,制度型开放对我国政府规制标准、规制流程及规制方式提出了新的挑战。在开启全面建设社会主义现代化国家的新征程中,要建构与开放型经济相适应的政府规制体制,实现中国规制与国际规制接轨,必须完善规制标准,推进规制标准的市场化、法治化、国际化;优化规制流程,建构事前、事中、事后全链接规制;创新规制工具,改进政府规制方式;加强国际规制合作,推动规制结果的互认。

The reform of government regulation is the need to realize high-level opening up and promote the virtuous development of domestic and international double circulation.It is also the realistic demand to optimize the business environment,promote high-quality economic development and increase the institutional discourse power in global economic governance.As China's opening to the outside world enters a new stage,the institutional opening poses new challenges to our government's regulatory standards,regulatory processes and regulatory methods.In the new journey of building a modern socialist country in an all-round way,it is necessary to perfect the regulation standards and promote the marketization,legalization and internationalization of the regulation standards;optimize the regulation process,construct the regulation of the whole link before and after the event;innovate regulation tools and improve government regulation methods;strengthen international regulatory cooperation and promote mutual recognition of regulatory results in order to construct the government regulation system suitable for the open economy and realize the integration of Chinese regulation with international regulation.
