职业院校发展规划执行:从“碎片化”到“协同治理” 被引量:9

摘要 职业院校发展规划执行实质是“政策文本”到“政策执行”纵向下移的过程,彰显出职业院校高质量发展的内生性诉求。从认识论基础出发,深入剖析了职业院校发展规划执行忠实性、本体性、联动性等原则的哲学释义,同时运用协同治理分析方法,提出了职业院校发展规划执行过程中存在碎片化的问题。基于此,职业院校发展规划执行碎片化的防治策略包括主动嵌入政府整体发展规划中,增强发展规划的认同度,实现“政—校”执行目标的帕累托最优效应;合理使用教育政策工具,激发发展规划执行主体的内生动能,实现“校—部”多层次公共利益的整体效应;构建“协调—监控”机制,提升发展规划执行的组织效能,实现“部—部”协同创新的内生动能;全面融入区域社会经济发展,深化产教融合、校企合作的程度,实现“校—社”资源供给侧的动态平衡。 The essence of the implementation of the development and planning of vocational colleges is the vertical downward process from"policy text"to"policy implementation",which highlights the endogenous demand for high-quality development of vocational colleges.Based on epistemology,this paper deeply analyzes the philosophical interpretation of the principles of loyalty,ontology and linkage in the implementation of the development plan of vocational colleges,and puts forward the problem of fragmentation in the development and planning implementation of Vocational Colleges by using the collaborative governance analysis method.Thus,this paper puts forward four strategies to prevent the fragmentation of the development and planning implementation of vocational colleges.That includes actively embedding into the overall development plan of the government,enhancing the recognition of development and planning,and realizing the Pareto optimal effect of the implementation goal of"government-school";Rational using of educational policy tools to stimulate the motivation of the executive subject so as to realize the overall effect of"School-Department"multi-level public interests;Building a"coordination monitoring"mechanism to improve organizational efficiency so as to realize"Department-Department"collaborative innovation;Fully integrating into regional social and economic development,deepen the integration of industry and education and school enterprise cooperation so as to realize the dynamic balance of"School-Society"resource supply side.
