重庆市某三甲医院2009—2019年医院公派留学项目开展情况及对策思考

Development and Countermeasures of the Hospital's Public Study Abroad Program in a Tertiary Hospital in Chongqing from 2009 to 2019

目的回顾性分析重庆市某三甲医院2009—2019年医院公派留学项目开展情况,归纳总结留学人才培养规律,优化留学项目管理。方法利用该院人事信息系统,收集申请公派留学项目申报人员基本信息,对派出情况,职称、职务晋升情况进行分析。结果低年龄段申报人员和博士学位申报人员更倾向于派出留学,己派出人员和拥有博士学位的申报人员更容易晋升职称。而医院更倾向于选拔任用按时完成留学项目人员和高职称人员。结论医院设立公派留学项目应尽量向优秀的年轻且拥有博士学位的申报人员倾斜,在职称、职务晋升方面优先考虑按时完成留学项目人员,优化公派留学项目管理,促进人才培训和学科建设。

Objective To retrospectively analyze the development of the public-sponsored overseas study program in a tertiary hospital in Chongqing from 2009 to 2019,summarize the training rules of overseas talents,and optimize the management of overseas study programs.Methods Using the personnel information system of the hospital,the basic information of the applicants applying for the public-scheduled study abroad program was collected,and the dispatching situation,professional title and job promotion were analyzed.Results Applicants in the younger age group and applicants for doctoral degrees were more inclined to be dispatched to study abroad,and those dispatched personnel and applicants with doctoral degrees were more likely to be promoted to professional titles.The hospital is more inclined to select and appoint personnel who complete the study abroad program on time and personnel with high professional titles.Conclusion Hospitals should try their best to favor outstanding young applicants with doctorate degrees in setting up public-scheduled study abroad programs.In terms of professional titles and job promotion,priority should be given to those who complete the study-abroad program on time,optimize the management of government-sponsored study-abroad programs,and promote talent training and discipline construction.
