摘要
自2015年提出关于推动传统出版和新兴出版融合发展的指导意见,地方政府纷纷强化对出版传媒上市企业的补贴,然而目前对于政府补贴的历时性演变及其经济和社会效益评价缺乏动态跟踪。通过对2015—2019年我国出版传媒上市企业政府补助数据进行分析,发现三个显著特点:政府补助总额大,名目繁多,但补助降幅较强;覆盖面广,但区域差异悬殊;国有企业获政府补助连续性好,但经营表现不佳。此外,多元线性回归表明受政府补助的出版传媒上市企业存在经济效益和社会效益失衡的问题,媒体关注有助于积极调节企业社会责任履行。因此,政府补助要践行精细化治理逻辑,出版传媒企业应当加强公司内部治理,畅通政府补助的媒体监督反馈信号,真正发挥政府补助政策促进人民精神美好生活的红利效应。
As the cultural industries has gradually become a pillar industry of the national economy in China,the government has strengthened the subsidies to the listed publishing and media enterprises.However,there is a lack of dynamic tracking of the diachronic trend of government subsidies and the evaluation of economic and social benefits.Through the diachronic analysis of the government subsidy data of China’s listed publishing and media enterprises from 2015 to 2019,the research finds that the total amount of government subsidy is large and various,but the subsidy has a strong decline.Coverage is wide,but regional differences are great.State-owned enterprises have good continuity of government subsidies,but poor business performance.Multiple linear regression shows that the economic and social benefits of listed publishing and media enterprises subsidized by the government are unbalanced,but media attention helps to actively regulate CSR performance.Therefore,the government subsidy should practice the logic of fine governance.Publishing and media enterprises should strengthen the internal governance of the company and strengthen the unimpeded media supervision feedback signal of the government subsidy,so as to give full play to the dividend effect of the government subsidy policy to promote people’s spiritual better life.
