摘要
标准是决定在线教育能否规范、科学发展的关键要素。美国针对在线课程、在线教学、在线学习和提供在线教育的机构都研制了专门的质量标准,这些标准基于在线教育最佳实践产生,参与标准制定主体多样,标准评价对象多元,标准评价指标聚焦在线教育关键要素、覆盖在线教育全过程并注重引导在线教育质量改进。当前我国需要尽快出台专门的在线教育评价标准,规范在线教育行为;推动多利益相关者参与标准研制过程,提升标准适用性;充分发挥评价标准的改进功能,引导在线教育高质量发展。
Standards are the key factors guiding online education to develop normative-ly and scientifically.American online education evaluation standards involving online curriculum,online teaching,online learning and institutions are formulated on the basis of best practices of online education,their evaluation objects are diverse and they have different stakeholders engaged in standard-setting process.Evaluation indicators of these standards focus on the key elements of online education and cover the whole educational process and all standards emphasize the quality improvement of online education.At present,China needs to develop online education evaluation standards to regulate online education behavior,promote multi-stakeholders to participate in the developing process and enhance the applicability of the standards,realize high quality education development by leading the improvement of online education effectively.
