全域旅游高质量发展的评价指标体系构建研究——以柳州市为例

Study on the Construction of the Evaluation Index System of Regional Tourism High-quality Development:A Case Study of Liuzhou City

文章以柳州市全域旅游经济发展为例,对柳州市旅游经济数据进行分析比较,以高质量发展为导向,基于经济、社会和生态的综合最优原则,从质量和效益两个维度分析了"十四五"时期柳州市"全域旅游"发展的环境后,提出"122488"的评价指标体系的构建思路,即围绕"旅游高质量发展"这一个中心目标,坚持文旅融合,供给侧改革"这两条主线,解决"效益、质量"两大问题,坚持"旅游发展产业化、政策导向机制化、服务建设品质化和资源管理智能化"四个标准,并构建八项指标,实施八条创新机制,使旅游业真正成为新时代提升国民幸福感和获得感的重要承载。

In recent years,China has vigorously promoted the construction of regional tourism demonstration zone.Taking the regional tourism economic development of Liuzhou city as an example,this paper analyzes and compares the tourism economic data of Liuzhou City.It is guided by high-quality development and based on the comprehensive optimal principle of economy,society and ecology.From the quality and efficiency of two-dimension analysis of global travel during the period of the Liuzhou environmental development,the “122488”ideas of the construction of the evaluation index system were put forward,namely the target centered on “tourism high quality development”.Two main lines was insisted on about“brigade fusion,supply-side reform”to solve“efficiency,quality”the two big problems.It is advisable to adhere to the four standards of “industrialization of tourism development,institutionalization of policy orientation,quality of service construction and intelligent resource management”,to construct eight indicators and implement eight innovation mechanism so that tourism can truly become an important carrier of improving people’s happiness and sense of gain in the new era.
