Innovative Paths for County-Level Eco-Civilization Construction with Chinese Characteristics

县域是中国生态文明建设的重要场域,一旦县域生态环境治理取得重大突破,将对中国生态环境治理做出巨大贡献。县域蕴含着生态文明建设需要的自然资源和文化资源,蕴含着发扬生态文明新文化、新思想、新哲学的潜力。但当前,在工业文明以及城市为主导的发展思维下,难以准确认识到县域的时代价值和使命。以城市治理思维发展县域生态环境治理,违背了县域实际情况。因此需要在生态文明思想指导下,探索分布式、均衡化的城镇化发展模式,因地制宜将县域资源禀赋优势最大化,重建生态文明时代的城乡新关系,探寻县域生态文明建设的中国特色创新之路。

As counties are important fields for the construction of China’s eco-civilization,major breakthroughs in county-level eco-environmental governance will contribute greatly to the national eco-environmental governance.Counties contain natural and cultural resources needed for eco-environmental construction and contains the potential to carry forward new culture,new ideas and new philosophy of eco-civilization.However,at present,with the development thinking dominated by industrial civilization and cities,it is difficult to fully recognize the epochal value and mission of counties.County-level eco-environmental governance developed under the urban governance thinking goes against the county-level reality.Therefore,it is necessary,under the guidance of eco-civilization thinking,to explore a distributed and balanced urbanization development model,maximize the advantages of county-level resources and endowment according to the local conditions,reconstruct new urban-rural relationship in the era of eco-civilization,and seek innovative paths for county-level eco-civilization construction with Chinese characteristics.
