The Key to Innovatively Optimizing County-Level Eco-environmental Governance System

县域生态环境治理是建设生态文明和美丽中国的重要基础,也是推进国家治理体系和治理能力现代化的重要内容。十八大以来我国县域生态环境治理取得突出成就,但也存在着政府生态环境治理责任落实不到位、企业治污减排主体责任履行不到位、居民生态环境保护意识和行动不到位、生态环境损害责任追究制度执行不到位等问题。为此,必须从政府、企业、居民、制度等不同层面入手,坚持系统发力、统筹谋划、综合管控,创新优化县域生态环境治理体系。

Ecological and environmental governance in county areas sets an important foundation for making ecological progress and building a beautiful China;it also constitutes an important means of modernizing China’s system and capacity for governance. Since the 18 th National Congress, China’s county-level ecological and environmental governance has made outstanding achievements. But there are also problems. The government’s responsibilities for ecological and environmental governance and enterprises’ principal responsibilities for pollution control and emission reduction are not fulfilled;residents are not aware of or act on ecological and environmental protection;and the system of accountability for ecological and environmental damage is not implemented. Hence, it is necessary to start with the government, enterprises, residents and the system, making systematic efforts, coordinated plans and integrated management and control, and innovating and optimizing the county-level ecological and environmental governance system.
