图书馆助推全民数字素养与技能提升

On Chinese Libraries ’Participation in the Improvement of National Digital Literacy and Digital Skills

提升全民数字素养与技能是顺应数字时代要求,提升国民素质、促进人的全面发展的战略任务。图书馆要积极、主动地参与《提升全民数字素养与技能行动纲要》的实施,在提升全民数字素养与技能行动中扮演重要的角色、发挥独特的作用,主要包括:一是充分提高思想认识,主动参与提升行动,尤其是基层图书馆要借此提高社会公共事务参与度,进一步塑造良好的社会形象;二是分类精准施策,提升全民数字素养教育与技能培育实效;三是加强宣传推广,凝聚行业力量,形成品牌效应。

In the digital era,the improvement of national digital literacy is of great importance to promote people’s all-round development. Therefore, Chinese libraries should participate actively in the implementation of The Outline of Actions for Enhancing National Digital Literacy and Digital Skills released by Cyberspace Administration of China,so as to play a more important and unique role in the improvement of national digital literacy. Firstly,Chinese libraries,especially the grass-roots libraries,should be fully aware of the Outline’s significance,and take active actions, so as to create a better social image among the people. Secondly, they should work out precisely-targeted policies,so as to improve the effectiveness of digital literacy education and digital skill training.Thirdly,they should strengthen their work in publicity and promotion,so as to unite the forces of the whole Chinese librarianship and create some influential service brands of digital literacy education.
