“群社协同”:群团组织参与社会治理的重要路径——以H市妇联协同女性社会组织为例

“Collaboration between Mass Organizations and Social Organizations”:An Important Path for Mass organizations to Participate in Social Governance——A Case Study of Women Federation Collaborating with Women’s Social Organizations in H City

发挥群团组织在社会治理中的作用,打造共建共治共享的社会治理共同体,是新时代加强和创新社会治理的必然要求,而基于群团组织“找回社会”逻辑的“群社协同”是新时代群团组织参与社会治理的重要路径。H市妇联与女性社会组织的协同实践,展现出了“共识构建、互动增能、共同体塑造”的本土化“群社协同”的运行机制,有效提升了新时代群团组织参与社会治理的实践效能。新时代优化“群社协同”,党政部门需要注重形成以“有机统一”为目标的治理整合体系,群团组织需要构建以“整合共享”为基础的协同治理框架,社会组织需要推进以“专业化+精细化”为核心的服务能力建设,从而不断提升“群社协同”建构社会治理共同体的整体效能。

Giving full play to the role of mass organizations for building a community of social governance featuring joint construction,joint governance and sharing of governance benefits is a prerequisite for strengthening and innovating social governance in the New Era,and collaboration between mass organizations and social organizations,which is based on the logic that social organizations should“return to society”,is an important path to involve such organizations in social governance.The practice of H city’s Women Federation collaborating with the women organizations in the city demonstrates an operation mechanism that features a localized mode of collaboration marked by“consensus building,mutual empowerment,and community building”,which greatly enhances the effectiveness of the participation of mass organizations in social governance.To optimize such collaboration in the New Era,there is a need for the CPC and government departments to establish an integrated system of governance that aims at“organic integration”,a need for mass organizations to set up a collaborative framework that is based on the principle of“integration and sharing”,and a need for social organizations to promote their service capacity-building that centers around“specialization and classification”,so as to lift up the overall efficacy of the social governance community that is achieved through the collaboration between mass organizations and social organizations.
