Modernization Exploration of Gover-nance System and Governance Ability of Beautiful Campus Construction for Shanghai Schools

治理体系和治理能力现代化是实现美丽校园建设的关键。美丽校园建设治理体系和治理能力现代化应以生态文明建设为导向,以“权力清单制度”作为切入口,重新厘定政府、学校、企业和社会团体的关系,以中介机构为纽带,通过建立系统完备、科学规范、运行有效的制度体系,形成共享多元化教育治理体系。为此,围绕治理目标、指导思想、治理原则、治理主体、治理体制机制、治理保障,来探索构建上海学校美丽校园建设治理体系。

The construction of modernization of governance system and governance ability of a beauti-ful campus should be guided by the construction of ecological civilization.With the"power list system"as the entry point,the relationship between the government,schools,enterprises,industry associations and social groups should be re-determining firstly.Using intermediaries as the link,the shared and di-verse education governance system could be constructed through establishing a system with complete systems,scientific standards,and effective operation.To this end,this paper explores the construction of an education governance system for the beautiful campus of Shanghai schools from the perspective of governance objectives,guiding ideology,governance principles,governance subjects,governance system mechanisms,and governance guarantees.
