Barriers and Optimized Paths to Implementation of Family Doctor Contracting Service Policy

在梳理家庭医生签约服务模式的基础上,采用政策执行过程模型,从政策文本、执行主体、目标群体、政策执行环境四个方面分析家庭医生签约服务政策执行的阻滞因素,发现家庭医生政策文本存在层层加码、政策执行主体在压力型体制下出现应付性执行、目标群体对政策认知偏低、政策执行环境有待优化等问题,建议从明确政策目标、强化执行主体的职责权限、加强对目标群体的宣传、营造良好的政策执行环境等方面,破除家庭医生签约服务政策执行的阻滞因素。

By sorting out family doctor contracting service models,this study adopted the policy implementation process model to analyze the barriers to the implementation of family doctor contracting service policy.These analysis were conducted from four aspects:policy document,executive role,target group,and policy implementation environment.We found that policy document showed"layer by layer",executive role appeared to be careless,the target group had low awareness of the policy,and the environment needed to be optimized.It is recommended to clarify the policy goal,strengthen the responsibility of executive role,step up the publicity to the target group,and create a good policy implementation environment.
