福州市基层治理数字化转型与优化路径研究

基层治理数字化转型是实现“数字中国”的重要内容,对形成共治共建共享的现代化治理格局具有重要意义。福州市作为较早推动数字化转型的地区,在取得一定成效的同时,也面临区域差异大、智能化水平有待提升、“信息孤岛”现象、数据伦理与隐私保护存在风险、老年群体使用障碍等挑战。应对的举措主要包括,加快顶层设计,落实数字化转型;优化资源配置,消除区域差异;坚持以基层需求为导向重构治理机制;加强管理机制建设,实现共治共建共享;进一步依托数字技术,加快智能化与基层治理的深度融合。

The digital transformation of grass-roots governance is an important content of realizing“digital China”,which is of great significance to form a modern governance pattern of cooperation,shared governance and shared benefits.As an early region to promote digital transformation,Fuzhou has achieved some results.At the same time,it also faces challenges such as large regional differences,the level of intelligence that needs to be improved,the information silo phenomenon,the risks of data ethics and privacy protection,and the use barriers of the elderly.The response measures mainly include accelerating top-level design,implementing digital transformation,optimizing resource allocation and eliminating regional differences.Also,it is suggested to adhere to the guidance of grass-roots needs,reconstruct the governance mechanism,strengthen the construction of management mechanism to realize cooperation,shared governance and shared benefits,further relying on digital technology to accelerate the in-depth integration of intelligence and grass-roots governance.
