陆地边疆安全治理的目标取向与路径抉择

边疆安全是总体国家安全的重要组成部分。在当下和今后相当长的一段时期内,我国需要把边疆治理、边疆安全、边疆稳定、边疆发展放到同等重要的位置,以促进其他各项治理目标任务的完成。陆地边疆治理是国家安全治理极为重要的内容,边疆安全治理改变了国家疆域边缘和治理末梢的传统观念,边疆治理蓝图彰显了边疆治理的政治性和人民性。边疆民族地区安全治理是我国安全治理体系中的弱项和短板,直接影响和制约着国家重大战略安全实施。陆地边疆安全面临着诸多风险和挑战,合力治边是边疆治理现代化的重要方略,跨域治理是陆地边疆安全治理的新模式。在陆地边疆安全治理路径的抉择上,必须把国家认同建设作为边疆安全治理的重要职能,把边民守土护边作为边疆安全治理的常态化任务,把民生改善作为边疆安全治理的重要抓手,把综合施策作为边疆安全治理的思维方式。

Frontier security is an important part of the overall national security. At present and for a long time in future, China needs to attach equal importance to frontier governance, security, stability and development so as to promote the completion of other governance goals and tasks. Land frontier governance is an extremely important part of the national security governance. Frontier security governance has changed the traditional concept that frontier is the edge of the national territory and the last part of governance. The blueprint of frontier governance highlights the political nature and the affinity to the people of frontier governance. The security governance in the frontier minority areas is the weak point in the security governance system of our country, which directly affects and restricts the implementation of our major national strategic security. Land frontier security is faced with many risks and challenges. Joint efforts for governing the frontier region is an important strategy for the modernization of frontier governance, and cross-domain governance is a new model of land frontier security governance. As for the path selection of land frontier security governance, it is necessary to regard the construction of the national identity as an important means, the frontier people’s guarding the land and protecting the frontier as a normal task, the improvement of the people’s livelihood as an important step, and the comprehensive policies as the thinking mode for a successful frontier security governance.
