摘要
随着社会治理中心下移,如何促进社区善治成为一项重要课题。为丰富我国社区建设理论,本文借鉴社会物理学范式从自然科学撷取三个基本定理用于社区问题的研究:首先,借鉴里格斯行政生态学方法用衍射效应看待我国社区行动主体的多元化,阐述我国社区从原来相对单一的模式是如何走向公共组织、社会组织与市场组织“共建共治共享”的;其次,用分形理论探讨微观社区治理与宏观国家治理体系间的内在联系,确定社区建设所受到的规范性因素;最后,用惯性定理探讨已有的社区秩序与新兴力量间的关系,特别提出对社区业主组织力量须在党建引领的方针下予以适当的吸纳与引领,才是保持新时代社区秩序与活力的理性选择。
Community governance is a highlight in the process of modernizing the national governance system of China. For the sake of contributing some relevant theoretical insights in this regard, this paper adopts three basic principles in natural sciences through the inspiration from the paradigm of social physics. Firstly, based on administrative ecology proposed by Riggs, it adopts the diffracting effect to reveal that the community in China is transforming from the unitary-centered mode to the poly-centered mode through various agents, that is, shared construction, shared governance and shared prosperity by public organizations, social organizations and market-oriented organizations. Secondly, it adopts the fractal theory to reveal the internal institutional relations between the community governance at the micro-level and the state governance at the macro-level and ascertain the normative factors in the community construction. Third, it adopts the inertia theorem to reveal the relations between the existing order and the new power, and explain the rationality that the homeowners’ organization should be properly integrated into the governance structure under the guidance of the Party construction to keep both order and vigor of the communities in the new era.
