摘要 指出了实现碳达峰、碳中和是一场广泛深刻的经济社会系统性变革,面临前所未有的困难挑战。我国二氧化碳排放力争于2030年前达到峰值,努力争取2060年前实现碳中和。而在此背景下,我国西北、东北地区集中供热系统,主要仍然是热电联产。为此,提出了应重新调整资源配置,大力开发新能源,加大新能源在供热行业的占比,节约煤炭、天然气等资源,从热源、输配管网、热用户三个环节共同改善提高,优化改进设备,促进供热设备技术的不断提升,将智慧供热和集中供热相结合,实现精准供热,提高室内热舒适。制定严格的制度,采用精确的监测设备,研发高效的设备,大力宣传,提高居民的节能意识,走低碳供热之路,节能减排。并且尽可能地实现能源的多级利用,以提高能源的利用率,减少能源的浪费。 Since the reform and opening up,China's economy has developed rapidly.With the massive consumption of non-renewable energy(oil,coal,natural gas and other resources),China has become the world's largest producer and consumer of energy.Achieving carbon peak and carbon neutrality is a comprehensive and profound economic and social systemic change,and it faces unprecedented difficulties and challenges.China's carbon dioxide emissions will strive to reach a peak before 2030,and strive to achieve carbon neutrality by 2060.Based on this background,the central heating system in Northwest and Northeast China is mainly combined heat and power.It is necessary to readjust the allocation of resources,vigorously develop new energy sources,such as solar energy,wind energy,geothermal energy,waste heat,biomass energy and other energy sources,increase the proportion of new energy sources in the heating industry,and save resources such as coal and natural gas.The three links of transmission and distribution network and heat users are jointly improved.Equipment is optimized and improved.The continuous improvement of heating equipment technology is promoted,and intelligent heating and central heating are combined to achieve precise heating and improve indoor thermal comfort.Strict systems and precise monitoring equipment are formulated to research high-efficiency equipment,vigorously promote,improve residents'awareness of energy conservation,take the road of low-carbon heating,and save energy and reduce emissions.And as much as possible to realize the multi-level utilization of energy to improve the utilization rate of energy and reduce the waste of energy.
