中国农业风险投资发展的制约因素及对策

Restrictive Factors and Countermeasures of the Development of Agricultural Venture Capital in China

农业高新技术产业化具有高投入、高风险、高收益的特点,与风险投资高度适配,二者有机融合形成农业风险投资,不仅有助于提高中国农业经济效益,而且在加快农业农村现代化进程中起着关键性作用。近年来随着“三农”问题越来越受到国家重视,农业风险投资的作用也愈发明显。在回顾已有对农业风险投资研究的基础上,通过构建多元线性回归模型,对中国农业风险投资发展的制约因素进行实证分析,发现农业科研投入强度低和政府政策支持作用弱对农业风险投资发展的制约影响显著,而农业风险投资资金来源不足和农业人才匮乏的制约影响不显著。最后,根据存在的问题提出增大科技研发投入、发展农业企业孵化器,提高农业创业项目的质量、规范中介机构的运作等促进中国农业风险投资进一步发展的对策建议。

Agricultural high-tech industrialization has the characteristics of high input, high risk and high return, which is highly compatible with venture investment. The organic integration of the two forms agricultural venture investment, which not only helps to improve the agricultural economic benefits in China,but also plays a key role in accelerating the process of agricultural and rural modernization. In recent years, as more and more attention has been paid to agriculture, rural areas and farmers, the role of agricultural venture capital has become more and more obvious. Based on reviewing the existing research on agricultural venture capital, an empirical analysis on the restrictive factors of the development of agricultural venture capital in China was conducted through the construction of multiple linear regression model. The results showed that the low input intensity of agricultural scientific research and the weak role of government policy support have significant restrictive effects on the development of agricultural venture capital, however, the lack of capital source of agricultural venture capital and the lack of agricultural talents have no significant influence. Finally,according to the existing problems, some countermeasures and suggestions to promote the further development of agricultural venture capital in China were put forward, such as increasing investment in scientific and technological research and development, developing agricultural business incubator, improving the quality of agricultural entrepreneurship projects and regulating the operation of intermediary agencies and so on.
