天津市现代农业科技创新体系评价与路径优化 被引量:2

Evaluation of Modern Agricultural Science and Technology Innovation System and Its Optimization

摘要 都市地区同时具有水、土地等自然资源的稀缺性,以及信息、科技、资金等社会资源丰富性的特征,其农业依靠科技创新来营造新业态、打造新模式和培育新动能的需求强烈。针对都市地区所呈现出来的这种特征,构建农业科技创新体系,采用实地调研考察和问卷调查的方法调查天津市112家创新主体的创新活动,并及采用研讨法邀请专家召开专家座谈会,对天津农业科技创新体系进行评估。研究结果表明,天津农业创新已经有力地促进了现代都市型农业产业的发展,主要体现在:农业科技创新的主体实力得到增强,创新环境得到优化,创新机制不断激活,创新活动提质增效。然而,天津农业科技全新还存在高端人才缺乏、企业地位有待提高、产学研衔接不够紧密以及创新创业环境尚需优化等问题,建议培养科技人才、完善扶持体系、组建科技联盟、确定比较优势,不断激发天津都市农业发展的创新活力。 Urban areas are characterized by the scarcity of natural resources such as water and land, and the abundance of social resources such as information, technology, and capital. There is a strong demand for its agriculture to rely on technological innovation to create new business formats, create new models and cultivate new kinetic energy. For this feature, an agricultural science and technology innovation system was built, using field investigations and questionnaire surveys to investigate the innovation activities of 112 innovation entities in Tianjin, and the Tianjin agricultural science and technology innovation system was evaluated by using the seminar method to invite experts to hold an expert symposium. The research results showed that Tianjin agricultural innovation has effectively promoted the development of urban agricultural industry, which is mainly reflected in: the strength of the main body of Tianjin agricultural science and technology innovation has been enhanced, the innovation environment has been optimized, the innovation mechanism has been continuously activated, and the quality and efficiency of innovation activities have been improved. However, there is still a lack of high-end talents, the status of the company needs to be improved,the linkage between industry, university and research is not close enough, and the innovation and entrepreneurship environment still needs to be optimized. Therefore, it was recommended to cultivate scientific and technological talents, improve the support system, establish technology alliance, and determine comparative advantages, so as to continuously stimulate the innovative vitality of Tianjin urban agriculture.
