基于共识视角的新时代土地要素市场化配置改革研究

Research on the Reform of Market-oriented Allocation of Land Factors in the New Era Based on Consensus Perspective

基于土地要素市场化配置的演进逻辑、现实难点和改革需求,通过构建土地要素市场化配置改革的基本共识分析框架,解释土地要素市场化配置改革的共识层级构成及其作用价值。研究发现,新时代深化土地要素市场化配置改革,须协调政府与市场、中央与地方、城乡、区域、要素"五大"关系,确立权责清晰、收益共享、城乡平等、资源高效、系统联动的理念价值取向;须从产权安排、管理体制、配套制度三方面创新制度框架设计;须细化参与主体、参与方式、价格形成、收益分配等程序规则约束,增强从顶层设计到实践操作不同层面的土地要素市场化配置改革共识,充分发挥社会共识的政策工具作用,为我国土地制度创新与政府治理优化提供理论和现实参考。

Based on the evolution logic, practical difficulties and reform needs of the market-oriented allocation of land factors, this paper explains the consensus hierarchy structure and its functional value of the market-oriented allocation of land factors through the construction of the basic consensus analysis framework of the market-oriented allocation of land factors. It is found that to deepen the market-oriented allocation reform of land factors in the new era, it is necessary to coordinate the “five major” relations between the government and the market, the central government and the local government, urban and rural areas, regions and factors, and establish the concept and value orientation of clear rights and responsibilities, benefit sharing, urban-rural equality, high efficiency of resources and system linkage. The institutional framework design should be innovated from three aspects: property right arrangement, management system and supporting system. And we must refine the participation main body, participation way, price formation, income distribution. And we should increase the consensus among different level of marketization of land allocation reform and give full play of the social consensus as a policy tool, to provide a theoretical and practical reference for the land system innovation and governance optimization in China..
