为了建立常态化人才培养质量自主保证机制,保障人才培养质量不断提升,开展内部质量保证体系诊断与改进工作是必然选择。高职院校应以全面质量管理思想为指导,通过确定目标体系,完善标准体系和制度体系,建立实施体系,形成保障体系,全面推进学校特色质量文化建设。按照“需求导向、自我保证,多元诊断、重在改进”的工作方针,实施全员、全程、全方位质量管理,遵循高职教育人才培养内在规律,切实履行人才培养工作质量保证的主体责任,建立自主性的内部质量保证体系和常态化的质量保证诊断与改进机制。

In order to establish a normalized independent guarantee mechanism for talent training quality, so as to ensure the continuous improvement of talent training quality, it is an inevitable choice for higher vocational colleges to carry out the diagnosis and improvement of internal quality assurance system. Higher vocational colleges should take the thought of total quality management as the guidance, determine the target system, improve the standard system and institutional system,establish the implementation system, form the guarantee system, and comprehensively promote the construction of campus characteristic quality culture. According to the working policy of "demand orientation, self-assurance, multiple diagnosis and focus on improvement", implement full staff, whole process and all-round quality management, follow the internal law of talent training in higher vocational education, earnestly fulfill the main responsibility for quality assurance of talent training, and establish an independent internal quality assurance system and a normalized quality assurance diagnosis and improvement mechanism.
