退役军人职业技能提升的成效、困境及对策

退役军人是社会主义现代化建设的重要力量,其职业技能提升意义重大。作为全社会的共同责任,新时代以来,退役军人职业技能提升坚持以提高就业质量为导向,建立起学历教育和职业技能培训并行的教育培训体系,退役军人职业技能提升工作的成效显著。但从政府、职业院校、企业、社会力量、退役军人、社会环境等利益相关者入手分析,也暴露出不少工作短板。下一步,需继续坚持“提高就业质量”的目标导向,加强退役军人职业技能提升的法治化,出台区域性退役军人教育培训条例;成立专门的政府机构或工作小组;推行职业院校与部队一体化职业技能教育培训系统;将退役军人职业技能提升与区域社会经济发展战略结合起来;调动社会力量积极性,推动退役军人职业技能提升的协同治理;推进退役军人职业技能教育与培训改革,培养具有工匠精神的高技能人才。

Ex-servicemen are an important force in the socialist modernization drive,and the improvement of their vocational skills is of great significance.As the common responsibility of the whole society,since the new era,the improvement of vocational skills of ex-servicemen has adhered to the guidance of improving the quality of employment,and established an education and training system including academic education and vocational skills training.The improvement of vocational skills of ex-servicemen has achieved remarkable progress.However,starting from the analysis of stakeholders such as the government,vocational colleges,enterprises,social forces,veterans and social environment,many shortcomings have also been exposed.Therefore,we need to adhere to the goal orientation of"improving the quality of employment",strengthen the legalization of the improvement of vocational skills of ex-servicemen,and introduce regional regulations on education and training of ex-servicemen;establish special government agencies or working groups;promote the integrated vocational skill education and training system between vocational colleges and the army;combine the promotion of veterans'vocational skills with the regional socio-economic development strategy;mobilize the enthusiasm of social forces and promote the coordinated management of the improvement of vocational skills of ex-servicemen;and promote the reform of vocational skills education and training for veterans and cultivate highly skilled talents with craftsmanship.
